You must buy a New vehicle, or lease a New vehicle for more than 5 years
Have a vehicle which is less than 25 years old
Make sure you have had your vehicle registered and insured for at least the past year
For the most part your vehicle must get less than 18 MPG. You can check here for fuel mileage info on your vehicle
